Base hatch time
A Huge Frozen Egg needs ~2 hours 30 minutes at PalEggDefaultHatchingTime = 1.0 — that is the huge frozen timer specifically, and setting the value to 0 in server settings hatches it instantly.
Temperature matters
Frozen eggs want a cooled incubator — place a Cooler Box or a Cooling Pal nearby or the timer stalls.
Parallel incubation
Each Egg Incubator holds one egg. Build six to eight of them in a dedicated hatch room — they cost only Paldium Fragments, Cloth and Stone.
Offline progress
On dedicated servers timers advance while you are offline; in single-player they only advance while the save is loaded.
Upgrade path
Electric Egg Incubators (Ancient Technology) cut the effective wait further and are the correct end-game investment for Huge eggs.
