You get a legal deck, learn the rules, and discover which archetype you enjoy before spending on chase cards.
Step two: a box, not packs
Loose packs are the most expensive way to buy cards. A box gives better distribution and a clearer cost per card.
Step three: singles
Buy the specific cards your deck needs. Singles are almost always cheaper than chasing them in packs.
Protect what you keep
Sleeve anything above base rarity immediately. Edge wear is the difference between a high grade and a mid one.
