Victor is the PIDF (Palpagos Islands Defense Force) tower leader, fought at level 50 (final tower) alongside Shadowbeak at the PIDF Tower, Feybreak-era endgame content. The pair is Dark-aligned and weak to Dragon. Shadowbeak is the hardest tower fight in Palworld 1.

Who is Victor?
Victor commands the Palpagos Islands Defense Force, the militarised faction that claims to protect the islands while running the most aggressive Pal-weaponisation program on them. Paired with the artificially engineered Shadowbeak, he is the endgame statement of the game's central irony: the strongest defender of Palpagos is also its most industrialised abuser of Pals.

Victor represents the PIDF (Palpagos Islands Defense Force). Each Palpagos faction argues a different answer to the same question — what people owe Pals — and the tower fights are how the game makes you take a side.

Where the fight happens
PIDF Tower, Feybreak-era endgame content. The arena has a hard timer and no mid-fight restock, so everything you need must be in your bag when you walk in.
Why it matters
Tower clears award Ancient Technology Points, which are the only way to unlock Legendary Spheres, the Egg Incubator upgrades and the endgame Ancient gear tree.
