The Black Marketeer appears at three reliable points: the Duneshelter settlement in the desert, the Free Pal Alliance tower outskirts, and the Small Settlement in the Windswept Hills — all reachable by fast travel and all restocking on the same timer.

Post-expansion marketeer carrying higher-tier stock aligned with end-game gold income.
Selling to him
He pays the best rates for Pals with rare passives. Filter your Palbox by passive before a selling trip.
Do not kill him
Killing a merchant blocks that spawn for a full in-game day and aggros nearby guards.
