There is no announced Pocketpair game, DLC or campaign called 'More than Pals'. Treat any page selling one as unofficial until pocketpair.jp says otherwise.
Why the phrase exists
Palworld gets pitched as a creature collector, then players discover the survival, automation and shooter systems underneath. The phrase is shorthand for that surprise.
The five real pillars
Combat and gear, base automation, tech-tree progression, boss and raid content, and multiplayer. Pals feed all five rather than being the whole game.
