A capped, non-repeatable print run means supply cannot grow. Every booster box opened dilutes chase-card scarcity; no amount of boxes creates another Volume 1 promo.

Grading considerations
Promos are handed out loose at events, so centring and edge wear vary wildly. A graded Gem Mint copy commonly carries a large multiple over a raw one; check the Pal Stars /card-checker before submitting.
