What level Pals can a Ultra Sphere catch?
Pals up to about level 50. Higher-level targets are still catchable if you drop them to red health and apply a status effect first.
Is the Ultra Sphere worth the materials?
Yes for targets inside its band or for anything rare. For common low-level Pals, one tier down costs far less and catches just as reliably.
