The Pal Essence Condenser unlocks at level 34 in the Ancient Technology tree for 2 Ancient Technology Points, and is built with 10 Paldium Fragments, 20 Ingots, 5 Ancient Civilization Parts and 10 Bones at any base with a spare structure slot.

Where the unlock sits
It appears in the Ancient Tech column, not the regular Tech column, so you need tower or raid boss kills to afford it.
Build materials
Ancient Civilization Parts are the bottleneck — each tower boss and Alpha in the Sakurajima ruins drops several.
Placement
Place it inside your main base next to the Pal Box so condensing does not require flying between camps.
Structural Condenser is different
The Structural Condenser upgrades base structures; the Pal Essence Condenser upgrades Pals. Both are Ancient unlocks and often confused.
Respec if you overspent
The Statue of Power lets you refund Ancient points, so a bad early spend is recoverable.
